Notice is hereby given that the governing body of the City of Kyle, Texas will meet at 7:00 PM on September 5, 2017, at Kyle City Hall, 100 W. Center St., Kyle, Texas 78640, for the purpose of discussing the following agenda.

	I.	Call Meeting to Order


	II.	Approval of Minutes


		1.	City Council Regular Meeting Minutes - July 18, 2017. ~ Jennifer Vetrano, City Secretary


	III.	Citizen Comment Period with City Council


			The City Council welcomes comments from Citizens early in the agenda of regular meetings. Those wishing to speak are encouraged to sign in before the meeting begins. Speakers may be provided with an opportunity to speak during this time period on any agenda item or any other matter concerning city business, and they must observe the three-minute time limit.


	IV.	Appointments

	V.	Consider and Possible Action


		4.	(Second Reading) Approve an Ordinance of the City of Kyle, Texas, adopting a budget totaling $75,542,631.00 for all City Funds for the ensuing fiscal year beginning October 1, 2017 and ending September 30, 2018; appropriating revenue and expenditure amounts thereof for all City Funds, authorizing water and wastewater service rates, storm drainage fees, other fees and charges for City services as specified in the fee schedule, capital improvements program expenditures, 228.0 full time equivalent positions, carryover of encumbrances, all associated budget schedules and documents, and repealing all Ordinances or parts of Ordinances in conflict therewith; and providing for an effective date. ~ J. 		5.	(Second Reading) Approve an Ordinance of the City of Kyle, Texas, fixing the ad valorem tax rate at $0.5416 per $100.00 of assessed taxable valuation and providing for the levying of ad valorem taxes for use and support of the municipal government of the City of Kyle for the fiscal year beginning October 1, 2017 and ending September 30, 2018; providing for apportioning each levy for specific purposes; and providing when taxes shall become due and when same shall become delinquent if not paid. ~ J. 		6.	Adopt a Resolution documenting the annual review and update of the City's Investment Policy including investment strategies as required under the Public Funds Investment Act and to record the findings that no changes to the policy or strategies were made in this annual update. ~ Perwez A. 		7.	Consider and possible action to approve Combined Emergency Communication Center Interlocal Cooperative Agreement. ~ J. Scott Sellers, City Manager

		8.	(First Reading) An Ordinance of the City of Kyle, Texas, amending Sec. 41-82 “Rural Subdivision Standards” and Sec. 41-136 “Lots”, of the City of Kyle Code of Ordinances, by amending the minimum lot area requirements in the City of Kyle’s extra territorial jurisdiction, and removing existing conflicting subdivision standards. ~ Howard J. 		9.	Authorize award and execution of a Purchase Order to KNIGHT SECURITY SYSTEMS, LLC, of Austin, Texas, and contract for Annual Maintenance Agreement and Annual Server Lease Agreement, in an amount not to exceed $35,000.00 for materials, equipment, installation, software, first year maintenance and server agreements and other related expenses for security video and access control system for Kyle City Hall. ~ Kerry Urbanowicz, Director of Parks and Facilities

		10.	Consider and possible action regarding House Bill 62 (Texting While Driving). ~ Jeff Barnett, Chief of Police

		11.	Authorize renewal of the lease contract with COWBOY HARLEY-DAVIDSON OF AUSTIN, TEXAS, for a total of three (3) FLHP Police Electra Glide Harley-Davidson motorcycles and to extend the lease period to expire September 30, 2018, at the lease rate of $390.00 per month for each motorcycle for a total amount not to exceed $14,040.00 for lease payments to be made during Fiscal Year 2017-18. ~ Jeff Barnett, Chief of Police


	VI.	City Manager's Report


		12.	Update on various capital improvement projects, road projects, building program, and/or general operational activities where no action is required. ~ J. Scott Sellers, City Manager Nominations for Hays CAD Board of Directors October 3 (National Night Out) and November 7 (Election Day) Council Meetings


	VII.	Executive Session


		13.	Pursuant to Chapter 551, Texas Government Code, the City Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting. The City Council may convene into Executive Session pursuant to any lawful exception contained in Chapter 551 of the Texas Government Code including any or all of the following topics. Pending or contemplated litigation or to seek the advice of the City Attorney pursuant to Section 551.071. Possible purchase, exchange, lease, or value of real estate pursuant to Section 551.072. Easement Acquisition Personnel matters pursuant to Section 551.074. Economic Development negotiations pursuant to Section 551.087. Project Sunset Orange

		14.	Take action on items discussed in Executive Session.


	VIII.	ADJOURN

At any time during the Regular City Council Meeting, the City Council may adjourn into an Executive Session, as needed, on any item listed on the agenda for which state law authorizes Executive Session to be held
