Mr. David Esparza represents the owners of approximately 5.7 acres located in the 400 block of S. Old Stagecoach Road. A portion of the property is within the City limits of Kyle and the owners intend to build their home on this parcel.
The closest available wastewater manhole is approximately 165 feet away and is located in a Public Utility Easement (PUE). However, a new PUE would be required through adjacent property in order to tie in to the existing manhole. Additionally, due to the location of the proposed home and the existing manhole elevation, a grinder pump would be required.
A new wastewater line is planned along S. Old Stagecoach Road in the near future, but the proposed manholes are still not deep enough to be able to provide gravity flow to the proposed home.
City Code Section 41-142(f)(2) states as follows:
No permit shall be issued for the installation of a septic tank on any lot, tract or parcel within the jurisdiction of the city if adequate sewer service is available within 500 feet of the property line of the lot to be sewered.
Mr. Esparza is requesting a waiver to this requirement and is wanting to build an Off-Site Sewage Facility (septic system) due to the expense related to extending the existing wastewater system up to his property and installing a grinder pump.
