Notice is hereby given that the governing body of the City of Kyle, Texas will meet at 7:00 PM on August 2, 2016, at Kyle City Hall, 100 W. Center St., Kyle, Texas 78640, for the purpose of discussing the following agenda.

V.Consider and Possible Action
3.Conduct a Public Hearing on the City's plans to issue General Obligation Refunding Bonds, Series 2016 in the approximate par amount of $8,370,000.00 in order to refund portions of its outstanding obligations including Certificates of Obligation, Series 2007 and Series 2008 and General Obligation Refunding Bonds, Series 2009.  The purpose of the refunding is to provide approximately $1,110,000.00 in debt service savings for the City of Kyle. ~ Perwez A. 4.(First and Final Reading)  Approve an Ordinance of the City of Kyle, Texas authorizing the issuance of City of Kyle, Texas General Obligation Refunding Bonds, Series 2016 in an approximate par amount of $8,370,000.00, authorizing the refunding of certain outstanding obligations; levying a continuing direct annual ad valorem tax on all taxable property within the City to pay the interest on said bond and to create a sinking fund for the redemption thereof and the assessment and collection of such taxes; authorizing the delivery of an escrow agreement; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said bonds. The purpose of this refunding is to provide approximately $1,110,000.00 in debt service savings for the City of Kyle. ~ Perwez A. Moheet, CPA, Director of Finance
 
5.Award a bid to VIKING CONSTRUCTION, INC., Georgetown, Texas, lowest and most responsible bidder, in an amount not to exceed $266,358.95 for the 2016 Miscellaneous Streets Micro-Surfacing Project. ~ Leon Barba, P.E., City Engineer
 
6.(Second Reading) An Ordinance of the City of Kyle, Texas, Adopting the 2015 Edition of the International Building Code; Adopting the 2015 Edition of the International Existing Building Code; Adopting the 2015 Edition of the International Residential Code for One- and Two-Family Dwellings; Adopting the 2015 Edition of the International Fire Code; Providing for the Adoption of Local Amendments Thereto; Adopting the 2015 Edition of the International Plumbing Code; Adopting the 2015 Edition of the International Mechanical Code; Adopting the 2015 Edition of the International Fuel Gas Code; Adopting the 2015 Edition of the International Energy Conservation Code; Adopting the 2014 National Electrical Code; Adopting the 2015 Edition of the International Property Maintenance Code; Adopting the 2015 Edition of the International Swimming Pool and Spa Code; Providing for Permits and Inspection; Providing for Registration and License Requirements for Plumbing, Mechanical, and Electrical Contractors; Providing for a Penalty Provision; Providing that this Ordinance is Cumulative of all Ordinances; Amending the City Ordinance and the Code of Ordinances; Repealing all parts of Ordinances in Conflict; Providing a Severability Clause; Providing a Savings Clause; Providing Severability and Open Meetings Clauses; and Publication. ~ Mario Perez, Building Official

8.Discussion and possible action to join Central Texas Clean Air Coalition as a supporting or general member. ~ J. Scott Sellers, City Manager
 
9.(Second Reading) An Ordinance amending the Code of Ordinances of the City of Kyle, Texas, by amending Chapter 20, Article IV, Sections 20-162 through 20-176, entitled Alarm Systems of said code; providing for definitions; establishing regulations of alarm operations; requiring registration; providing for penalties; providing for appeals to city manager; establishing fees; establishing duties of alarm companies; providing public notice pursuant to the Texas Open Meetings Act; establishing that this article shall govern over previously adopted ordinances and resolutions in conflict with said article; providing for severability; for an effective date; and making such other findings and provisions related hereto. ~ Jeff Barnett, Chief of Police
 
10.(First Reading) An Ordinance of the City of Kyle, Texas, to amend Chapter 47, Traffic and Vehicles, Article IV, Traffic Control Devices, by establishing a process to conduct signal analysis for placement of traffic regulatory signs; providing for a penalty for violation hereof; repealing all parts of ordinances in conflict; providing a severability clause; and open meetings clause; and providing for related matters. ~ Jeff Barnett, Chief of Police

(First Reading) An ordinance amending the Code of Ordinances of the City of Kyle, Texas; amending Chapter 53 (Zoning), Article V (Landscaping and Sreening Requirements); Relating to Outdoor Lighting Standards. ~ Howard J. Koontz, Director of Planning Community Development

 

Planning and Zoning Commission voted 5-0 to recommend approval with the  exceptions outlined in staff report.

Pursuant to Chapter 551, Texas Government Code, the City Council reserves the right to convene into Executive Session(s) from time to time as deemed necessary during this meeting.  The City Council may convene into Executive Session pursuant to any lawful exception contained in Chapter 551 of the Texas Government Code including any or all of the following topics.

 

  1. Pending or contemplated litigation or to seek the advice of the City Attorney pursuant to Section 551.071.

X.ADJOURN
 At any time during the Regular City Council Meeting, the City Council may adjourn into an Executive Session, as needed, on any item listed on the agenda for which state law authorizes Executive Session to be held  

 *Per Texas Attorney General Opinion No. JC-0169; Open Meeting & Agenda Requirements, Dated January 24, 2000: The permissible responses to a general member communication at the meeting are limited by 551.042, as follows: "SEC. 551.042.
