Budget Amendment No. 3 for FY 2016-17 to Appropriate $129,000 for Grant Administration & Non-Construction Costs for the Texas Capital Grant

Subject/Recommendation:
(First Reading)  Approve an Ordinance amending the City's Approved Budget for Fiscal Year 2016-17 (Budget Amendment No. 3) by increasing total appropriations for expenditures in the Wastewater Utility Fund by $129,000.00 and decreasing the fund balance in the Wastewater Utility Fund by the same amount in order to provide funding for administrative costs associated with the $975,631.00 grant received from the Texas Department of Agriculture.  ~ Perwez A. Other Information:

On September 20, 2016, the City Council adopted a Resolution approving an application for grant funding in the amount of $1,125,000.00 from the Texas Capital Fund through the Texas Department of Agriculture.  The purpose of this grant funding request was to pay for the cost of wastewater improvements required to provide service to Alysco, Inc.

 

Upon receiving funding approval notification from the Texas Department of Agriculture, on December 6, 2016, the City Council authorized the City Manager to execute a contract with the Texas Department of Agriculture in the amount of $975,671.00 for the construction of wastewater improvements required to provide service to Alysco, Inc. 

 

The final approved grant funding in the amount of $975,631.00 from the Texas Department of Agriculture will cover the following specific direct project costs:

 

  1. Real Estate Acquisition (easements):    $230,000.00
  2. Wastewater Interceptor:                         $745,631.00
  3. Total Grant Funding Approved:              $975,631.00

 

Under the provisions of the grant agreement, the City is responsible for paying for the following administrative and non-construction costs necessary for this wastewater improvement project: 

 

  1. Environmental Clearance Process Management:      $ 10,000.00
  2. Environmental Studies:                                               $ 20,000.00
  3. Grant Application Preparation:                                    $ 39,000.00
  4. Grant Management Services:                                     $ 60,000.00
  5. Total City's Grant Support Costs:                               $129,000.00
